What are the different theories of public policy?

I have to write an essay on how I would achieve public policy change using the different theories but despite lots of reading I cannot understand what the theories are. Do they have names?

  1. Is this for a social studies class - high school? Did you check your class notes or the textbook?

It basically boils down to a debate over freedom and its meaning when it comes to economics. some believe that any individual should have the right to fleece others and make as much riches as possible and keep those riches while others are fleeced and starve and put to great disadvantage and while society at large suffers from poor or no services at all in some cases. Others believe in individual freedom but that individual freedom does not always trump the common good....and that while an individual is free to make as much riches as possible that they must do so within the rules of the game, that the game must have rules and that society as a whole is not secondary to the right of some to gain and keep assets.
  3. I like you have looked and looked, nothing but books and classes. The concepts to serve the public would be my first guess, The hands on (committee, Representative councils, studies, research groups) would be one and the other hands off would be to set a standard and hands off rule. Like fines and tickets to raise revenue. The so called sin taxes. Policy by public opinion is one guess and the other guess is by historical taboo and Mora's.
